Documents of the London Naval Conference, 1935
By the terms of the WNT and LNT30, the signatory powers were required to meet in 1935 with a view to concluding a treaty to replace those two treaties when they expired at the end of 1936. LNC35 met from 9 December 1935 until the end of March 1936, in the midst of the Italo-Ethiopian War. A bizarre feature of the Conference was the spectacle of the delegates of Britain and Italy “solemnly discussing naval disarmament, whilst within an ace of war with each other.” US Secretary of State Hull would later write that “with bitter battles raging and requiring increased armaments, it was almost impossible to engender a spirit favoring limitation, to say nothing of reduction, of armaments.” Nevertheless, despite the Japanese withdrawal from the Conference, a three-party agreement was concluded between France, the US and the British Empire covering qualitative limitation, which was later joined by Italy.
